Public Finance Initiatives (PFIs) and Public‑Private Partnerships (PPPs) were designed to provide the NHS with modern, well-maintained buildings without the upfront capital investment. The private sector would fund, build and maintain facilities, which would then be returned to the NHS in good condition when the contract ended.
However, many early contracts are now approaching expiry with significant maintenance issues and works to keep properties compliant and functional are left incomplete. This makes strong, active contract management essential.
